40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其中提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設綠色(se)城鎮(zhen)、綠色(se)社區(qu)。

方案中提出,持續提升綠色建筑比例,大(da)型公(gong)共(gong)建(jian)筑(zhu)和國(guo)家機關辦公(gong)建(jian)筑(zhu)、國(guo)有(you)資金參與投(tou)資建(jian)設的其他公(gong)共(gong)建(jian)筑(zhu)按照一(yi)星級以上綠色建(jian)筑(zhu)標準進行建(jian)設。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索(suo)既有建筑節能改造市場化模(mo)式(shi),推進公共(gong)建筑能效提升試點(dian)城(cheng)市建設。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到(dao)2025年,城鎮(zhen)新建建筑(zhu)100%執(zhi)行(xing)(xing)綠色建筑(zhu)標(biao)準;到(dao)2030年,全省新建建筑(zhu)嚴格執(zhi)行(xing)(xing)建筑(zhu)節能設計(ji)標(biao)準。

方案中還提出,鼓(gu)勵(li)在建(jian)筑領域(yu)規模(mo)化應用(yong)(yong)可(ke)再生(sheng)能(neng)(neng)源(yuan),提高太陽能(neng)(neng)、風能(neng)(neng)、地(di)熱能(neng)(neng)、生(sheng)物質能(neng)(neng)等可(ke)再生(sheng)能(neng)(neng)源(yuan)綜合利(li)用(yong)(yong)水(shui)平。可(ke)再生(sheng)能(neng)(neng)源(yuan)利(li)用(yong)(yong)設(she)(she)施(shi)與建(jian)筑主體工(gong)程同步(bu)(bu)設(she)(she)計、同步(bu)(bu)施(shi)工(gong)、同步(bu)(bu)驗收。開展建(jian)筑屋頂光(guang)伏(fu)行動(dong),充分利(li)用(yong)(yong)既有(you)建(jian)筑屋頂資源(yuan)建(jian)設(she)(she)光(guang)伏(fu)發(fa)(fa)(fa)電(dian)設(she)(she)施(shi),鼓(gu)勵(li)工(gong)業廠房屋頂建(jian)設(she)(she)光(guang)伏(fu)發(fa)(fa)(fa)電(dian)設(she)(she)施(shi),大幅提高建(jian)筑采暖(nuan)(nuan)、生(sheng)活熱水(shui)、炊(chui)事等電(dian)氣化普及率。推進熱電(dian)聯產集(ji)中供(gong)暖(nuan)(nuan),加快推動(dong)工(gong)業余(yu)熱供(gong)暖(nuan)(nuan)規模(mo)化發(fa)(fa)(fa)展,因地(di)制宜推行熱泵(beng)、生(sheng)物質能(neng)(neng)、地(di)熱能(neng)(neng)等清(qing)潔低碳供(gong)暖(nuan)(nuan)。提高建(jian)筑終端電(dian)氣化水(shui)平,建(jian)設(she)(she)集(ji)光(guang)伏(fu)發(fa)(fa)(fa)電(dian)、儲能(neng)(neng)、直(zhi)流配(pei)電(dian)、柔(rou)性用(yong)(yong)電(dian)于一體的(de)"光(guang)儲直(zhi)柔(rou)”建(jian)筑。到2025年,城鎮(zhen)建筑可再生能源替代率(lv)達(da)到8%,新(xin)建公共機構建筑、新(xin)建廠(chang)房屋(wu)頂光伏覆(fu)蓋率(lv)力爭達(da)到50%。

)(huan)保(bao)(bao)、新能(neng)源(yuan)、碳(tan)(tan)捕(bu)集封存(cun)利用等(deng)(deng)綠(lv)(lv)(lv)色(se)產業(ye)(ye)。加(jia)大(da)(da)可(ke)再(zai)生能(neng)源(yuan)發展(zhan)(zhan)支持力(li)度,有效(xiao)破解項目建設(she)中的(de)土地供(gong)(gong)應(ying)、城(cheng)鄉建設(she)、環(huan)(huan)(huan)境保(bao)(bao)護、電(dian)(dian)(dian)(dian)(dian)網適應(ying)性等(deng)(deng)瓶頸(jing)制(zhi)(zhi)(zhi)約,完(wan)(wan)善可(ke)再(zai)生能(neng)源(yuan)消納(na)保(bao)(bao)障機制(zhi)(zhi)(zhi),出臺(tai)促進可(ke)再(zai)生能(neng)源(yuan)發展(zhan)(zhan)的(de)空間(jian)要(yao)素(su)、財(cai)政(zheng)金(jin)(jin)(jin)(jin)融(rong)等(deng)(deng)保(bao)(bao)障性措施(shi)。推(tui)(tui)廣節(jie)能(neng)環(huan)(huan)(huan)保(bao)(bao)服(fu)務政(zheng)府采(cai)(cai)購,強化節(jie)能(neng)環(huan)(huan)(huan)保(bao)(bao)產品(pin)政(zheng)府強制(zhi)(zhi)(zhi)采(cai)(cai)購和(he)優(you)(you)先(xian)采(cai)(cai)購制(zhi)(zhi)(zhi)度執行。(三)建立健全市場化機制(zhi)。組(zu)織省內電力(li)企業(ye)積極參與全國碳排放(fang)權(quan)(quan)交(jiao)易,加(jia)強企業(ye)碳核(he)查(cha),做好排放(fang)配(pei)(pei)(pei)額(e)(e)分(fen)配(pei)(pei)(pei)、自愿(yuan)交(jiao)易、配(pei)(pei)(pei)套服務等(deng)工作。修(xiu)訂用(yong)(yong)(yong)能(neng)權(quan)(quan)有償使用(yong)(yong)(yong)和(he)交(jiao)易試點實(shi)施方案,完善用(yong)(yong)(yong)能(neng)權(quan)(quan)配(pei)(pei)(pei)額(e)(e)分(fen)配(pei)(pei)(pei)辦法,推動(dong)用(yong)(yong)(yong)能(neng)權(quan)(quan)交(jiao)易擴圍,優化能(neng)源(yuan)(yuan)資源(yuan)(yuan)配(pei)(pei)(pei)置。積極推行(xing)合(he)同能(neng)源(yuan)(yuan)管(guan)理,推廣節(jie)能(neng)咨詢、診斷、設(she)計、融資、改(gai)造、托管(guan)等(deng)"一(yi)站式”綜合(he)服務模式。五、組織實施(一(yi))加強組織領導(dao)。加強黨對(dui)碳(tan)達峰、碳(tan)中和(he)工作(zuo)(zuo)的領導,省(sheng)碳(tan)達峰碳(tan)中和(he)工作(zuo)(zuo)領導小(xiao)組(zu)(zu)要(yao)加強整體部署和(he)系(xi)統(tong)推進(jin)(jin),研(yan)究重大問(wen)題、組(zu)(zu)織重大工程、發(fa)布重要(yao)數據;領導小(xiao)組(zu)(zu)成員單位要(yao)加強配合(he),扎實推進(jin)(jin)相關工作(zuo)(zuo);領導小(xiao)組(zu)(zu)辦公(gong)室要(yao)加強統(tong)籌(chou)協(xie)調,定期對(dui)各(ge)地和(he)重點(dian)領域、重點(dian)行業工作(zuo)(zuo)進(jin)(jin)展情(qing)況(kuang)進(jin)(jin)行調度(du),加強跟蹤評估和(he)督促檢查,確保(bao)各(ge)項任務(wu)落實落細(xi)。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴格監督考(kao)核。落實(shi)國家(jia)碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中(zhong)和(he)(he)(he)綜合(he)評價(jia)考核(he)制度(du),建(jian)立碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中(zhong)和(he)(he)(he)工作(zuo)專項考核(he)機制,對能源(yuan)消費和(he)(he)(he)碳(tan)(tan)(tan)排放指標(biao)實(shi)行協(xie)同管理、協(xie)同分解、協(xie)同考核(he)。加強考核(he)結果應用,按照國家(jia)和(he)(he)(he)省有關規(gui)定對碳(tan)(tan)(tan)達(da)峰(feng)工作(zuo)成(cheng)效(xiao)突出的單位和(he)(he)(he)個人(ren)給予(yu)表彰獎勵,對未完成(cheng)目標(biao)任務(wu)的地方、部(bu)門依規(gui)依紀(ji)依法進行通報批(pi)評和(he)(he)(he)約談問責。各地各有關部(bu)門貫(guan)徹(che)落實(shi)情(qing)況(kuang)每年向省委和(he)(he)(he)省政(zheng)府報告(gao)。
